Planning study for the development of significant land assets owned by this state agency and the exploration of the potential for a new headquarters, to be delivered through a public-private partnership.

Scope included space needs assessment, building condition assessment, real estate market analysis, urban planning strategy, pro-forma financial feasibility, and implementation options and strategies through P3 development.

Multiple scenarios were explored. Further study is required.
